At the beginning of the 20th century, Sochi was a small posad with a 10 thousand population. Is was a center of the Sochi region of the Novorossiysk district the territory of which stretched up to Gagra with the area a little bigger than modern Sochi (4,4 thousand km2). In 1914, in Sochi there lived in the rural areas. The people were mainly engaged in arable farming (ploughed lands occupied 11163 hectares), cattle-breeding and beekeeping. Resort industry played a big role in the development of the region. Dozens of hotels and boarding houses received people who came here to be treated by Matsesta hydrogen sulfide mineral waters.
The posad also included a small territory of the valley of the Sochi river (the lower part) and a hill located behind the left bank of the river. Also before the Resolution, the Sohi dwellers asked the authorities to join Vereshaginskaya and Khludovskaya areas abundant with numerous country houses, boarding houses and some regional offices.
In the Khludovskaya area, there were the office of forestry, Khludovsky park, a hotel complex "Caucasian Riviera" and numerous estates of rich Russians.
In Sochi itself, there were regional and posad offices, treasure, notary's office, post office and telegraph, management of the customs Outpost and also the majority of hotel and hostels. There were also a library and educational institutions, hospitals, trading and industrial enterprises.
